Pakistan has a vibrant Flutter community: GDG Kolachi, Flutter Karachi, Flutter Islamabad, Flutter Lahore, hundreds of mobile teams shipping Flutter apps, dozens of Flutter trainers, multiple Urdu-language courses. Direct, merged contributions to the Flutter framework from Pakistani engineers, however, remain rare. The contribution funnel is steep: read the Tree Hygiene doc, write a regression test, survive 2 to 5 review rounds, then survive the merge queue. Most engineers stop at "I opened a PR".
This is why the list is short. It is not gatekeeping, it is verification.
